Senior Project Manager

Our client in Oakland, is looking for a skilled Senior Project Manager to join their Project Controls & System Analysis Department on a 6-month contract basis.  Ideal candidates will have experience with RFPs, RFQs, IFBs and can meet project goals and strict deadlines.  Past management experience and the ability to lead a team is highly desired.

  • Evaluates and recommends professional consulting services for the District's most complex and/or highest expenditure projects.
  • Develops and disseminates Requests for Proposals (RFPs, Request for Qualifications (RFQs); and Invitation For Bids (IFBs); participates in the negotiation, preparation, and administration of professional services architectural/engineering services and construction contracts
  • Exercises technical and functional supervision over professional, technical, and clerical staff, which may include subordinate Project Managers, as well as outside consultants and contractors.
  • Supervises, and participates in the formation, planning, review, and management of assigned projects. Assigns, supervises, trains, and reviews the work of project management staff, contractors, and consultants.
  • Participates in the establishment and implementation of project goals and objectives, and establishes and maintains adherence to project administration techniques, policies and procedures.
  • Leads, or participates in the negotiation, implementation, and administration of agreements, including professional services agreements, architectural/engineering services agreements, and construction agreements.
  • Reviews and recommends the approval of project proposals; coordinates design and planning services for assigned projects; and reviews design concepts for compliance with development plans.
  • Prepares and submits purchasing documentation; including requisitions, Statements of Work (SOWs), and proposal evaluation criteria. Participates in evaluation of proposals and bids.
  • Monitors agreements and projects for compliance with rules and requirements.
  • Develops, prepares, and monitors project budgets, submits budget justifications, and monitors and controls expenditures.
  • Reviews and approves invoices from contractors.
  • Enters, reviews, and maintains project-related information in the District's Project Management Information System, including project schedules, status reports, issues, risks and deliverables.
  • Attends and participates in professional meetings with District management, as well as outside business, government, and professional organizations.
  • Team lead for project controls specialists that perform cost control, scheduling, and document control tasks
  • Oversee preparation and packaging of the project change order log and lead the weekly project change order meeting with the contractor. Review change order packets for accuracy and backup for audit purposes before approving within authority limits or recommending for approval above authority limits. Ensure actual contract change orders are processed through procurement, issued and implemented.
  • Ensure all invoices and progress payments are duly loaded into the District's project management software. After review and packaging progress payment by Field Design Manager, make final review for accuracy and District approval. Review, recommend approval and process for payment all invoices from professional service consultants.
  • Review and endorse all monthly invoice estimators and timesheets for professional service consultants
  • Performs related duties as required.

  • Equivalent to a Bachelor's degree in a field related to the professional field of the assigned special projects.
  • Additional education or training in project management, public administration, and/or organizational development.
  • A minimum of eight (8) years of experience in the professional field required by the assigned special projects. Years of experience may be substituted for the educational requirement on a two for one basis (two years’ experience may be submitted for one year of education).

  • May be tasked with lifting, carrying, pushing or pulling up to 25 lbs., if able to do so.
  • Must be able to sit for prolonged periods of time and walk/stand for moderate periods of time.
  • Must be able to bend at the knees and waist frequently
  • Must be able to repetitively use a telephone and a computer mouse and keyboard.

All employment is contingent on candidates passing a background check and providing at least two positive professional references from prior managers.
